California Center for Sustainable Energy/San Diego, CAJOB SUMMARY:

This is an extremely active and exciting time for California energy policy! CCSE is ideally positioned to develop and support innovative approaches to issues of energy and environment in our region and state.

The Public Affairs Manager will work closely with the Director of Programs to develop and implement CCSE’s policy, legislative and regulatory agendas. S/he will manage CCSE’s Policy team to update and implement CCSE’s Public Affairs Strategic Plan, which guides development of key relationships and initiatives for the organization.

The Public Affairs Manager will:

Develop CCSE positions on specific legislative and policy issues in Renewable Energy, Energy Efficiency, Climate Change and related areas.

Represent CCSE, its programs and policy positions in a variety of public and official forums.

Define, coordinate and contribute substantively to essential legislative and regulatory research and analytical support.

Develop and nurture relationships with key stakeholders: local and state elected officials, regulatory commissioners and their staffs, key municipal counterparts, etc.

Provide forward guidance to the Director of Programs and Executive Director on upcoming policy developments and imperatives.

Show creativity in providing policy leadership and ideas to the region and state.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Public Affairs (60%)

Policy

Manage directly or through staff the monitoring of federal, state, regional and local governments for policy initiatives that are relevant to CCSE.

Prepare written or oral reports interpreting and detailing relevant policy developments and propose appropriate response strategies in order to influence and advance the interests of the region.

Actively engage key regional and statewide stakeholders on issues of importance to CCSE and the San Diego region.

Develop and maintain positive, productive relations with political and elected officials, business leaders, news media, and community leaders.

Apply a rigorous and intentional approach to prioritization of issues for development of policy and/or legislative initiative.

Develop effective briefs on key issues, for example: feed-in tariffs, RPS, integration of energy efficiency and solar, local building codes, clean energy finance, benefit/cost analysis, etc.

Coordinate CCSE’s activities with those of other regional entities to ensure a consistent approach towards common projects and interests.

Develop proposals for funded policy research

Regulatory

Oversee development of CCSE comments in regulatory proceeding to ensure quality and consistency.

Represent CCSE in regulatory proceedings as needed.

Ensure objectives of regulatory filings are aligned with business goals.

Manage active tacking of key regulatory developments, particularly related to AB32 implementation.

Perform special analyses and advise Director of Programs on specific issues

Legislative

Lead development of CCSE’s legislative agenda.

Manage active tracking of key legislative efforts on renewables, efficiency and climate.

Provide support to elected officials to define and develop legislative priorities and initiatives
Collaborate and coordinate with relevant stakeholder groups on specific legislative initiatives.

Outreach Services (30%)

Actively engage with high-level counterparts and elected officials; effectively present strategic information, and coordinate responses to queries.

Conceive and develop editorials, positions and media content in coordination with Marketing.

Represent CCSE at relevant public forums.

Conceive and champion forums on issues of importance to the region.

Develop legislative campaigns and related media strategies.

Lead and ensure ongoing maintenance of legislative and regulatory updates.

Oversee public affairs content in CCSE materials (e.g. newsletter, web site etc)
Ensure consistent and accurate treatment of CCSE programs in Public Affairs materials

Support to SANDAG (10%)

Provide leadership and management for CCSE’s support of SANDAG’s Energy Working Group, ensuring delivery of high-quality, on-time analysis and work products
Conduct targeted research, create reports and make presentations to SANDAG EWG as needed

QUALIFICATIONS:

The Public Affairs Manager must possess:

Excellent, efficient writing abilities in the policy context. Writing and editing are absolutely essential skills for this position.

Ability to communicate clearly, tactfully and persuasively to individuals and groups.

Highly-developed research skills: Find and synthesize information on specific energy topics, utilizing the widest variety of credible sources. Attention to detail is critical!

In-depth knowledge of governmental and legislative processes.

Strong knowledge of, and relationships with, key networks in local, state and federal government on issues related to energy.

In-depth knowledge of at least one energy-specific policy issue (preferably several).

Proven networking abilities and a talent for coalition-building and ideation.

Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.

At least 5 years of policy development experience at the local, state and/or federal level.

Direct experience with core environmental issues.

Ability to maintain good working relationships with all co-workers, stakeholders and clients.

EDUCATION AND/OR EXPERIENCE:

Masters degree (M.A), and preferably a Masters in Public Policy, Political Science or related discipline/coursework from an accredited college or university; five (5) years of relevant policy, legislative and/or regulatory experience; demonstrated ability to build and maintain relationships with external clients. Must be able to handle multiple projects simultaneously within stringent time constraints.

With the election of Barrack Obama, a new green economy looms LARGE.

For starters, he is considering a stimulus package that will include a heavy dose of spending on environmentally friendly projects aimed at creating ‘green-collar jobs’ and saving energy. This is key. Everyone talks about stimulating the blue collar jobs, but it’s time that our nation wake up and form a new collar, a greener collar.

If we are to rebuild the American economy, we must do it through clean energy. This new administration will aim to generate jobs in the alternative energy sector, while cutting down on pollution.

President elect Obama will have to come up with a robust proposal in order for an effective new green economy. Senator Majority Leader Harry reid said that a green jobs componenet could be worth as much as $100 billion, call it a ‘Green Path’ Infracstructure.

One of the first changes will more than likely be a requirement that all public buildings be environmentally friendly. You better believe that any major infrastructure project is going to be done in the greenest way possible.

So if this new green economy is going to make all public buildings energy efficient, wouldn’t it be a good idea to get ahead of the curve and make your home energy efficient?

Even major corporations are supporting clean energy spending and green-collar jobs. Companies such as Google and even coal burning American Electric Power Co. are behind this ‘green’ movement. In fact, Google is lobbying for long-term tax rebates for renewable energy as well as federal investment in electrick "smart grid" technology.

In order to become a clean energy economy, we need not only build windmills all over the plains, but we need a solid infrastructure in place to support the power generated by clean energy mechanisms.

Even the simplest ideas could save energy and create jobs, said Jason Saragian, a spokesman for Owens Corning Inc., a Toledo, Ohio-based maker of insulation as well as material used in wind turbine blades. The company is pushing for tax breaks to encourage retrofitting of older buildings.

Huge potential ahead.

‘There are 80 million underinsulated homes in the United States,’ Saragian said. Buildings emit 42 percent of the nation’s greenhouse gasses. Weatherization ‘is a huge opportunity’ to cut energy use, Saragian said.

‘The challenge is to make a green stimulus actually green,’ said Dan Becker, a consultant with the Safe Climate Campaign, a Washington-based clean-air advocacy group.
